Mr. Penny is of counsel to the firm in the Employment and Labor Practice Group and a Certified Specialist in Workers’ Compensation Law by the State Bar of California Board of Legal Specialization. His practice focuses on Workers’ Compensation, subrogation, and employment law. He has specialized in workers’ compensation for over thirty-five years and dedicated his career to combining the aggressiveness of civil litigation with a nuanced understanding of the cost-benefit analysis inherent in every workers’ compensation matter.
Mr. Penny’s experience includes litigation of many cases that originated before the WCAB and were reviewed on appeal at all the appellate levels through the California Supreme Court. During his career he has acted as a pro tem Workers’ Compensation Administrative Law Judge, taught for UCLA Extension, multiple insurance institutes and the City of Los Angeles, while he has lectured for the California Self-Insured Association, and the California Manufacturers Association. He has also served as technical and legislative adviser to the workers’ compensation committee of the California Chamber of Commerce, California Manufacturers Association and California Self-Insured Association, as well as served as counsel for California Coalition of Workers’ Compensation and the Independent Business Coalition.
While with Haight Mr. Penny conceived of and directed the development of the Haight’s iComp Calculator. This iOS application provides practioners of workers’ compensation with quick and reliable calculators for temporary disability rates, permanent disability compensation, life pension compensation and days between dates for multi-party apportionment.
Prior to joining Haight, Mr. Penny was a partner with Pearson, Simon, Soter, Warshaw & Penny, LLP from the firm’s inception in January 2006 where he managed the firm’s workers’ compensation department.
